Joe Lopez’s Seven Point Plan to Require Everyone to Come Indoors
1. Prohibit all unauthorized RV parking and living in cars in residential neighborhoods.
2. Dramatically expand the program that hired the homeless to clean up the streets so people can work their way off the streets.
3. Focus on quick-build communities in industrial areas that can create safe and decent units at a fraction of current building programs – and require people to use them to come indoors.
4. NO new jail diversion programs in District 2.
5. Require every city to do their fair share – and don’t let other cities send their homeless population to San Jose. If other cities send their homeless residents here – we should send them back and send those cities a bill for the costs of caring for their residents.
6. Pass Prop. 36 which once again gives judges the power to mandate people into treatment when they are charged with multiple drug possession, or retail theft crimes. Prop 36 also increased the penalty for fentanyl dealers. Drug addiction is one of the leading causes of making people homeless and keeping them there.
7. Build new housing downtown, in North San Jose near jobs, and next to highly used transit hubs so we can lower the overall cost of housing.
